Originally from Huntington, West Virginia, Phil currently lives in Columbus, Ohio, and is married to Stephanie Ratcliff; a nurse at Nationwide Children’s Hospital. Phil and Stephanie have five beautiful children.

Phil served in the U.S. Army for over 7 years before deciding to pursue a business career. Phil graduated from OSU with a B.A in history with a minor in computer science and then pursued an M.B.A. from Webster University

Phil has been a financial advisor for over 12 years. He started his career at American Express Financial Advisors in 2003, then moved to AXA Advisors for 7 years before founding rebel Financial LLC in 2013. 

In 2013, rebel Financial was founded to challenge corporate greed by prioritizing community and stakeholder well-being over profit. Our fiduciary advisors are committed to solving financial challenges, supporting employee growth, engaging in community service, and promoting a more inclusive and equal society.

Our story began when we bought a neglected farm, seeing an opportunity to create a thriving oasis with our children. We nurtured both the farm and our kids with dedication and love. Our dream was to restore the land, provide a haven for our family, and offer fresh, locally grown food to our community. Today, we see that dream becoming reality!

The rF Foundation is a nonprofit organization dedicated to investing in and developing our future knowledge and technology. Our mission is to further the commitment of our people and government by lobbying Congress to increase funding for the National Science Foundation (NSF) and the National Institutes of Health (NIH), which allocate these funds through their peer review processes. We believe in the importance of "paying it forward" by supporting education, infrastructure, research, and development to benefit future generations.
